BLOCK SIZE DETERMINATION METHOD, VIDEO ENCODER, AND PROGRAM

PROBLEM TO BE SOLVED: To reduce calculation amount when determining a block structure in a region to be encoded while suppressing degradation in encoding efficiency.SOLUTION: A video encoder includes: a block selecting means for selecting blocks obtained by recursively dividing blocks to be encoded as an object block in a predetermined sequence; a block size acquisition means for acquiring minimum block size in adjoining blocks for a selected object block; an evaluation value calculation means for calculating an evaluation value of the object block when any one of an acquired block size, a block size that is larger than the acquired block size by one layer, or a block size smaller than the acquired block size by one layer agrees with the block size of the object block; and a block configuration determining means which determines combination of blocks constituting a region in the block to be encoded based on the evaluation value.
