PROBLEM TO BE SOLVED: To provide a transparent conductive film that has high stability and high conductivity, and is easily applicable to manufacture of elements.SOLUTION: The transparent conductive film (10) comprises a conductive layer (15) containing a metal nanowire (14) and a carbon material (13) containing graphene (11, 12), and a transparent polymer layer (16) arranged on the metal nanowire. The transparent polymer layer contains a transparent polymer having a glass transition temperature of 100°C or lower.
