Provided is a consensus forecast determining apparatus, which supports a consistent consensus forecast determining method based on company-specific rules. According to the present invention, the consensus forecast determining apparatus includes: a forecast estimate input unit which receives a forecast estimate of each sales level manager for each sales level; and a consensus forecast determining unit which calculates a consensus forecast estimate for each sales level by adjusting the inputted forecast estimate with a consensus forecast estimate based on an estimate input rule of specifying, to each sales level manager, an input sales level indicating a mainly interested sales level of each sales level manager.
