PROBLEM TO BE SOLVED: To provide a communication system preventing the occurrence of congestion to enable communication in the event of a failure or a disaster, and a method for controlling electronic mail delivery in the communication system.SOLUTION: The communication system includes a terminal device and a delivery control device for automatically delivering an electronic mail to the terminal device on receipt of the electronic mail without waiting for an acquisition request for the electronic mail from the terminal device. The delivery control device includes a mail delivery management unit for controlling to stop or resume the automatic delivery of the electronic mail according to the state of an electronic mail delivery route from the delivery control device to the terminal device or the state of devices on the delivery route. The terminal device includes a receiver unit for receiving the automatically delivered electronic mail.
