PROBLEM TO BE SOLVED: To facilitate exfoliation of a coating layer while preventing the coating layer from falling after cutting.SOLUTION: A coating layer cutting device 1 comprises: a pair of enclosure pieces 20 which are supported by a hinge part 10 so as to be freely opened/closed and enclose an outer surface of a cable with their inner surfaces 21 when closed; two pieces of first cutting means 23 separately disposed in an axial directions of the enclosure pieces to form first cutting lines, respectively, cutting a coating layer over all the circumference when the enclosure pieces are closed; and second cutting means 25 which is disposed between the two first cutting means, connects the first cutting lines when the enclosure pieces are closed, and partially forms at least two spiral second cutting lines.
