PROBLEM TO BE SOLVED: To provide a switch device, packet control method, and data communication system compliant to an ordering restriction.SOLUTION: A header addition unit 25 adds numbers to packets in transmission order for each destination of a plurality of types of packets; and transmits the packets to which the numbers are added, through virtual channels 31 and 32 according to their types. A storage buffer 41 receives packets transmitted from an arbitration unit 23 and stores the packets. An arbitration unit 44 and management ID control unit 43 determine output order of packets by judging whether specific type packets can be output or not on the basis of the numbers; and make the storage buffer 41 output the packets.
