PROBLEM TO BE SOLVED: To provide a heat exchanger having a water-side tube including copper or copper alloy and a refrigerant-side tube including aluminum or aluminum alloy and a method of manufacturing the heat exchanger, capable of improving heat exchange performance between water and refrigerant.SOLUTION: A water-side tube 20 includes copper or copper alloy and a refrigerant-side tube 30 includes aluminum or aluminum alloy. The water-side tube 20 and the refrigerant-side tube 30 are wound spirally so as to turn around a virtual axis 100 in a state of contact between the water-side tube 20 and the refrigerant-side tube 30.
