PROBLEM TO BE SOLVED: To suppress an increase in overhead in describing a determinant when performing encoding/decoding by conversion into different color spaces by using a rotation matrix to RGB signals.SOLUTION: When suppressing an increase in overhead by encoding rotation angles of orthogonal three axes into a description of a rotation matrix, with respect to one or more axes, differences between the rotation angles and a predetermined rotation angle are encoded, respectively. Therefore, in comparison with the case where the rotation angles of three axes are encoded as they are, a description can be implemented with a less code amount.
