The present invention has been developed as part of a research project of an aquatic ecology restoration project group in a next generation EI technology development project of the Ministry of Environment, and relates to the product of wetland construction and management technology development specialized in greenhouse gas absorption and reduction capability. According to the present invention, a planting-based sphagnum growth peat wetland can be realized to be arranged on the roof of the concrete building or inside the building, and a sphagnum cultivation system arranged on the natural ground can be realized by circulating used water on a permanent basis while constantly maintaining a constant depth of water which needs to be implemented to grow sphagnum.
