PROBLEM TO BE SOLVED: To provide a manufacturing method of a toner for electrostatic latent image development with which aggregation of resin fine particles can be suppressed in aggregating the resin fine particles on the surface of toner core particles to form a shell layer.SOLUTION: A toner for electrostatic latent image development is manufactured by mixing an aqueous medium dispersion (X) including negatively-charged toner core particles and an aqueous medium dispersion (Y) including positively-charged resin fine particles, and stirring subsequently the mixture to form a shell layer comprising the resin fine particles on the surface of the toner core particles. The shell layer is formed by using resin fine particles subjected to stirring processing together with anionic surfactant.
