The present invention generates electricity by using a solar battery to provide the LED, which requires for low energy, with the electricity and forms a reflection panel in a position facing the LED to effectively spread the light for recognizing fishing equipment and locations of fish farms day and night. The display unit is produced by a watertight process to prevent each component installed inside the display unit from being exposed to the outside. The holding unit and the display unit are connected by a swivel capable of rotating 360 degrees, thus, the display unit having the LED flickering element can be maintained horizontally on the water surface even under waves and winds.
