The determination part determines of respective priorities of a plurality of electrical devices according to at least one of a human position and an operation state in an area to be controlled. The calculation part calculates power to be allocated to each of the electrical devices so that a total power allocated to the plurality of electrical devices becomes a limit value or less and power is allocated by prioritizing an electrical device of high priority.
