PROBLEM TO BE SOLVED: To provide a novel heparanase inhibitor focused on repetition disaccharide units of heparan sulfate and to provide a screening method of the heparanase inhibitor.SOLUTION: Provided is a heparanase inhibitor containing, as an active ingredient, an oligosaccharide having one or more GlcA-GlcNHdisaccharide units which is a kind of repetition disaccharide units of heparan sulfate. And the heparanase inhibitor contains, as an active ingredient, a compound X comprising EXTL3 which increases an expression amount of the oligosaccharide, or a compound Y which increase an expression amount of EXTL3. Provided is a screening method of the heparanase inhibitor which is an index of whether a test substance increases the expression amount of the oligosaccharide or EXTL3 in a cell. Thereby, the epoch-making heparanase inhibitor with anticancer, anti-metastatic, anti-angiogenesis properties and safety, but simultaneously without an anticoagulation activity can be provided.
