PROBLEM TO BE SOLVED: To provide a hyper-cellular communication system and a hyper-cellular communication method that associate a user with a macro-cellular base station or a micro-cellular base station.SOLUTION: A hyper-cellular communication system comprises: a gateway that has a user service quality type index table including two parameters of user mobility and signal overhead; and a resource optimization function unit that refers to the service quality type index table and determines base station association and radio resource allocation.
