PROBLEM TO BE SOLVED: To reduce a load on a communication terminal that uses rich content even if a thin client technique is used.SOLUTION: A distribution control system is characterized by including: generation means for generating image data from content data; conversion means for dividing the image data into multiple pieces of division image data, and for converting the multiple pieces of division image data into multiple pieces of transmission data; and transmission means for transmitting the multiple pieces of transmission data to different communication terminals respectively. The conversion means may divide the image data into the multiple pieces of division image data such that an overlapped region will be formed between pieces of division image data of adjacent regions among the multiple pieces of division image data.
