The present invention relates to a method and an apparatus for encoding/decoding images by using a transform. The encoding method comprises the steps of: transforming residual signals into transform coefficients by applying a Hadamard transform; quantizing the transform coefficients; scanning the quantized transform coefficients; and performing an entropy coding for the scanned transform coefficients. In addition, the quantization step applies different quantization levels by dividing, into multiple parts, residual signal blocks according to a scanning order.
