PROBLEM TO BE SOLVED: To solve the problem in which since I frame data and P frame data are frame data composing video data lower in image quality than still image data, continuation of a state where content of the frame data is not updated results in the same state as a state where still image data with low image quality is continuously reproduced, so that a state where it is hard for a user of a communication terminal to view an image continues.SOLUTION: When determining that content of frame data is not updated a predetermined number of times in succession, an encoding unit 19 generates, instead of I frame data or P frame data, I frame data higher in image quality than the I frame data, and then generates skip frame data in a state where content is empty. Thus, since frame data with high image quality is distributed to a communication terminal 5, an image with high image quality is reproduced on the communication terminal 5, thereby exhibiting an effect that a state where it is easy for a user to view an image continues. |
