PROBLEM TO BE SOLVED: To solve the problem of a hydrophilic paint that hydrophilicity may not be exhibited if a hydrophilic component ratio of the hydrophilic paint is reduced.SOLUTION: There is provided a hydrophilic coating composition which comprises: a hydrophilic component composed of a compound (A) containing at least one anionic hydrophilic group and at least one ethylenically unsaturated group in the molecule; and a film-forming component containing a compound (B) having two or more ethylenically unsaturated groups in the molecule, wherein the film-forming component has a solubility parameter (SP value) of 23 (MPa/cm)or less and a mass ratio of the film-forming component to the hydrophilic component is 30 or more and 450 or less.
