PROBLEM TO BE SOLVED: To provide a management device, a communication system and a program capable of distributing a call to a certain destination to a plurality of terminals.SOLUTION: A management device for managing sessions executed among a plurality of terminals includes: an update unit for updating a group status constituted by one or more terminals included in the plurality of terminals; an acquisition unit for acquiring a session start request to the group, in which the group status updated by the update unit indicates to be capable of communication, from a first terminal other than the terminals constituting the group; and a management unit for establishing a session between the first terminal and a second terminal which is one terminal constituting the group and is in a state capable of communication.
