The present invention provides a method and device for data transmission, wherein the method includes that UE executes security disposal of a NAS PDU using security parameters and security algorithms, and the NAS PDU is encapsulated with data to be transmitted; the UE transmits the NAS PDU to a service SGSN by a RNC. The present invention can improve the transmission efficiency of small data packets, and provides a security mechanism to guarantee transmission security of the small data packets.
