A method for decoding an image which decodes a bitstream including a plurality of layers, according to the present invention, comprises the steps of: receiving reference information which indicates whether a layer having a layer ID that is smaller than that of a current layer can be a reference layer for the current layer; confirming the reference layer which can be referenced by the current layer based on the reference information; and predicting a picture of the current layer by referencing the reference layer, wherein the layer ID is signaled by a NAL unit header. As a result, provided are a method for signaling a layer which allows layer dependency only on the layer having a low layer ID, and an apparatus using same.
