PROBLEM TO BE SOLVED: To attain an appropriate management of an electronic key.SOLUTION: When detecting that a work to an automatic vending machine by a route salesperson is ended, an authority management part is configured to: identify an automatic vending machine scheduled for a next work after the automatic vending machine on the basis of a work procedure (a schedule DB) of the route salesperson to a plurality of predetermined automatic vending machines (S72); refer to an electronic key DB that manages a plurality of automatic vending machines and information about the electronic key corresponding to the plurality of automatic vending machines, respectively in association with each other; and transmit the electronic key corresponding to the automatic vending machine scheduled for the next work to a portable terminal of the route salesperson (S74).
