In a remote management device, a network interface is connected to a console computer, and a serial interface is connected to a target device so as to make the console computer control the target device through a remote management device. The remote management device includes a first physical layer, a second physical layer, and an application layer. The first physical layer receives a first command from a console computer according to a first communication protocol or transmits a second command to the console computer, the second physical layer transmits a third command to a target device according to a second communication protocol or receives a fourth command from the target device, and the application layer converts the first command into the third command by the second physical layer or converts the fourth command into the second command by the first physical layer, judges whether the fourth command coincides with a filtering target command, cuts off a line change command which is transmitted from the console computer so that the target device cannot execute the filtering target command when the fourth command coincides with the filter target command.
