<P>PROBLEM TO BE SOLVED: To improve the efficiency of the repair work of a ticket issuing machine. <P>SOLUTION: A refund machine 1 to be used for, for example, a public competition or the like reads voting content from identification information such as, for example, a QR code (registered trademark) printed on a voting ticket, and executes refund processing on the basis of the read voting content.
