<p><P>PROBLEM TO BE SOLVED: To provide: a transparent conductive film less in deterioration of conductivity and suppressed in film separation even under a high temperature and high humidity environment; and an organic electroluminescent element including the transparent conductive film, excellent in emission lifetime and suppressed in deterioration of luminance when stored at high temperature. <P>SOLUTION: The transparent conductive film includes, on a base material 3, a first conductive layer 1 comprising a metal material formed in a pattern shape and a second conductive layer 2 containing a binder resin including a structural unit having a conductive polymer and a hydroxy group.
