<p><P>PROBLEM TO BE SOLVED: To provide a switching regulator for preventing a switching transistor from being deteriorated and damaged even if a second diode element for composing a flywheel diode is open-circuited electrically, and to provide a semiconductor integrated circuit device using the switching regulator. <P>SOLUTION: When the second diode element Ds (flywheel diode) connected to an output terminal 120 of an integrated circuit unit 100a is open-circuited for some reason or other, a detection transistor Tc is turned on to make a noise mask circuit 150 operate.
