PURPOSE: A method for encoding and decoding an encoding unit of a picture boundary and a device thereof are provided to decode only an area within a boundary by dividing an image decoding unit including an area out of the boundary into small decoding units. CONSTITUTION: An image decoding device determines whether or not a first encoding unit to be decoded includes an area out of a boundary of a current picture(1710). The image decoding device parses data on a second encoding unit within the boundary among one or more second encoding units generated by dividing the first encoding unit(1720). The image decoding device decodes only the parsed data on the second encoding unit within the boundary(1730).
