Provided is a work vehicle wherein a first control unit discriminates a work phase of a work implement and sets an upper limit for a throttle opening degree in accordance with the discriminated work phase. A second control unit controls output of an engine on the basis of the smaller of the throttle opening degree set by a throttle opening degree setting unit and the throttle opening degree set by the first control unit.
