Provided is AG4-5GA VHSV full-genome plasmid (KCTC12380BP) comprising: a nucleotide sequence of which the 4 and the 5 A-G on the internal ring opening points of a panhandle RNA secondary structure are converted into G-As among the nucleotide sequences of a viral hemorrhagic septicemia virus (VHSV); and a promotor operatively connected to the nucleotide sequence of the VHSV, wherein the internal ring opening points exist on the terminal of the 3′-untranslated region of the nucleotide sequence. According to the present invention, stability can be remarkably improved when a recombinant attenuated live vaccine is manufactured by the plasmid, compared with a recombinant attenuated live vaccine manufactured by a method according to an existing invention.
