The present invention relates to a card issuing system, a card issuing method, an apparatus thereof and a recording medium for the same. A card issuing system as an embodiment of the present invention includes: a mobile communication company server which receives identification information of a first terminal and a second terminal, authenticates whether the first terminal and the second terminal are legal subscribers of a mobile communication company, and transmits an initial key of a card; a card issuing server which receives the identification information of the first terminal and the second terminal, transmits the identification information to the mobile communication company server, authenticates whether the first terminal and the second terminal are legal subscribers of a card company on the basis of a previously stored original ledger, and generates and transmits card issuing data by receiving the initial key of the card from the mobile communication company server, where the card issuing data includes the initial key of the card, data for card transaction and a key for card transaction; the first terminal which receives the identification information of the second terminal through local area wireless communication, transmits the identification information of the first terminal and the second terminal to the card issuing server, and receives and transmits the card issuing data to the second terminal; and the second terminal which transmits the identification information of the second terminal to the first terminal through the local area wireless communication, receives the card issuing data from the first terminal, records the key for card transaction in the stored initial key of the card if the initial key of the card stored in the second terminal is confirmed to be equal to the initial key of the card, and stores data for card transaction.
