Disclosed are a hot stamping device capable of forming high strength parts with a complex shape by simultaneously performing forming and thermal treatment and a forming method and, more specifically, to a hot stamping device capable of partially softening a part concerned to be broken by high strength impact and a forming method. The hot stamping device having a mold press-molding heated materials and quickly cooled in a state where the materials are held comprises a cooling speed control part arranged on the surface of the mold to cool the materials at a different speed with the mold.
