A valve assembly (16) includes a valve body (20) with an interior cavity (22) and a primary supply port (24), a secondary supply port (26), a control port (28), and an exhaust port (30) each extending to the interior cavity. An armature assembly (16) is configured to move within the interior cavity from a first position to a second position when the coil is energized. A regulator body (74) is operatively connected to the valve body and has an exhaust passage (80) positioned at the exhaust port. A regulator valve (86) in the regulator body is configured to prevent flow out of the exhaust passage when fluid pressure on the regulator valve is at or below a pilot pressure and permit flow out of the exhaust passage when fluid pressure on the regulator valve is greater than the pilot pressure.
