PROBLEM TO BE SOLVED: To allow downlink interference between a macro and a femto to be reduced and to reduce uplink interference at a small base station.SOLUTION: A receiving unit 110 receives, from a small base station 200, a notification signal to give notice of having detected an RACH or uplink signal from a terminal. If the notification signal was received, a base station setting unit 111 performs base station setting such that the small base station 200 will receive an uplink signal from a terminal 300 and the own base station and the small base station 200 will cooperatively transmit a downlink signal to the terminal 300, and generates an instruction signal. A transmission unit 112 transmits the instruction signal to the small base station 200. |
