PROBLEM TO BE SOLVED: To provide a method of forming a pigment pseudo-particle which enables forming a pigment pseudo-particle retaining desired pigment coloring characteristics, without the inclusion of additives or spray drying, by inducing an attractive bonding force between pigment particles by using static electricity.SOLUTION: A method of forming a pigment pseudo-particle from pigment particles by polarizing pigment particles with a gas and causing the polarized pigment particles to aggregate. An apparatus 150a for forming a pigment pseudo-particle from pigment particles includes a hollow container 210 which has a cylindrical inside surface, a plurality of scoops 215 which extend inward from the cylindrical inside surface and are arranged along the length of the cylindrical inside surface in the axial direction and means of causing the pigment particles to pass through the gas.
