Disclosed herein is a cap assembly (100) having a clutch mechanism which permits independent rotation of a stemmed applicator when the cap is in a closed position and prevents rotation when the cap is removed. The cap assembly (100) in combination with a housing, particularly for cosmetics applications, is also disclosed. The stemmed applicator may have shaft (300) having a non-circular cross-section, when taken perpendicular to its longitudinal axis.
