The purpose of the present invention is to improve return characteristics of a steering system of a vehicle. Accordingly, provided is a steering control device which is provided with: a step in which steering auxiliary torque to be imparted to an actuator for imparting the steering auxiliary torque to a steering system is calculated; a step in which a driver steering state is determined; a step in which the steering auxiliary torque is corrected in accordance with a result of the steering state determination; and a step in which the actuator is controlled in accordance with the corrected steering auxiliary torque. In the step in which the driver steering state is determined, the driver steering state is determined from a combination of at least two from among manual-operation-steering state determination, rapid steering-wheel-return determination, high-acceleration steering-wheel-return determination, manual-turning-return determination, and turning-increase determination.
