PROBLEM TO BE SOLVED: To provide a glass substrate for an organic EL element which re-radiates plasmon resonance in a cathode and prevents short circuits on an organic EL layer, and to provide a manufacturing method of the glass substrate for the organic EL element.SOLUTION: A glass substrate for an organic EL element includes: a glass plate 1; and a light extraction layer 2 formed on one surface of the glass plate. The light extraction layer 2 has multiple spherical projections 2a on its surface. The glass substrate 3 is formed by applying mixed powder of glass powder and spherical filler powder onto the glass plate 1 and burning the glass plate 1.
