PROBLEM TO BE SOLVED: To provide a program, device and method for facilitating an operation of a touch panel.SOLUTION: A control program makes an event controller switch a notification destination of an event by a touch panel operation from a first process by a program related to a display screen to a second process by a control program when receiving a switching instruction to a scroll mode (A), displays an image of the screen at a position obtained by adding a motion vector based on a drag or flick to the original display position by the second process in the case where the event notified from the event controller is a drag event or a flick event (B), and makes a computer execute processing for transferring a touch event corrected on the basis a touch position and the motion vector to the first process by the second process in the case where the event notified from the event controller is a touch event (C).
