According to an embodiment of the present invention, an apparatus for manufacturing a steel plate includes a pickling device which removes scales from the surface of a steel plate having a welded part; a heating device which heats the welded part passed through the pickling device; a soft reduction rolling device which rolls the welded part, passed through the heating device, at a predetermined rate of reduction; and a cold rolling device which performs a cold rolling on the steel plate, passed through the soft reduction rolling device, at a predetermined rate of reduction. |
