PROBLEM TO BE SOLVED: To provide an device for reproducing a moving picture by setting video effects applied to the moving picture to be reproduced at random according to the instructed ad-lib reproduction of the moving picture. SOLUTION: When detecting ad-lib information specifying ad-lib reproduction, a moving picture creation form in which a composition track for arranging data of composition materials, a photographic track for arranging photographic materials and a video effect track for applying video effects to the photographic materials are respectively independently included along a time line sets the video effects arranged in the video effect track at random to create a moving picture. Consequently an image is newly and automatically generated and reproduced by using only the material data in the photographic track and applying the video effect corresponding to the information selected in the moving picture creation form to the photographic material.
