Provided by the present invention are: a transparent conductive structure which includes a basic material, an anti-glare hard coating layer containing particles which have a glass transition temperature of 120-150°C, and a conductive pattern layer and has a minutely uneven surface formed on the upper and lower surfaces of the conductive pattern layer by a thermal deformation of the particles; a manufacturing method thereof; and a touch panel including the same. The transparent conductive structure according to the present invention can be usefully applied to the touch panel with improved visibility by preventing a reflection by the conductive pattern layer and a display device including the same.
