The present invention provides a photobioreactor for economically and efficiently mass-producing photosynthetic microorganisms, the photobioreactor comprising a shape-retainable culture container capable of holding photosynthetic microorganisms to be cultured and a liquid for dispersing the photosynthetic microorganisms, wherein the whole or at least a part of the culture container is composed of a barrier through which water and nutrients can pass but which limits the diffusion of the photosynthetic microorganisms.
