The radial plasma generation device according to an embodiment of the present invention comprises: a first insulating cylinder having a hollow hole of which both ends are opened; a central insulating rod arranged along the central axis of the first cylinder; a first electrode arranged along the inner surface of the first cylinder; a second electrode arranged along the outer surface of the central rod; and a power supply part for applying voltage to cause plasma discharge between the first and second electrodes.
