The present invention relates to a cold storage heat exchanger and a manufacturing method thereof. More specifically, the present invention relates to a cold storage heat exchanger and a manufacturing method thereof, wherein the manufacturing method allows the cold storage heat exchanger to have a charge hole for the charge of a cold storage material after a coating step, so a coating solution can be prevented from flowing into the cold storage heat exchanger, thereby improving durability and manufacturability by preventing corrosion caused by the coating solution.
