The present invention relates to a smart cleaning apparatus and method for determining a type of a foreign object collected on a solar cell array and removing the foreign object in consideration of the type of the foreign object and ambient temperature. When the soar cell array is covered with snow, a heat wire is operated by adjusting a slope angle of the solar cell array to a maximum angle to remove snow. When the solar cell array is covered with dust, if an ambient temperature is above zero, cleaning is performed on the solar cell array by using one of cleaning methods including water cleaning, and if an ambient temperature is below zero, cleaning may be performed by using one of cleaning methods other than water cleaning, to remove dust.
