The present invention provides a path selection device which includes: a multi-path information storage unit for storing topology information of a network including node information of an equal-cost multi-path (ECMP); a priority rule storage unit for storing a priority rule matrix, used to select one among the multi-paths stored in the multi-path information storage unit; and a path selection unit for selecting one path among the multi-paths stored in the multi-path information storage unit, based on the priority rule matrix stored in the priority rule storage unit. The priority rule matrix includes one or more priority rules used to select a path and comprises a plurality of independent bit vectors and a plurality of extended bit vectors generated based on the independent bit vectors.
