The present invention relates to a traffic signal operating system based on transport protocol experts group (TPEG) information. A traffic signal operating system based on TPEG information of the present invention includes: a collection terminal installed in a vehicle for collecting traffic information and transmitting the collected traffic information; a traffic integrated control center interoperated through the collection terminal and network for receiving traffic information collected from the collection terminal and processing the traffic information into a TPEG standard format; a traffic signal operating server interoperated through the collection terminal and network for receiving processed traffic information with the TPEG standard format and controlling a traffic controller according to the traffic information; and a multimedia providing server for storing detailed information for multimedia-based traffic information provided in the traffic signal operating server and transmitting multimedia information transmitted from the collection terminal to the traffic integrated control center through a network is provided.
