The present invention provides a device and a method for minimizing the resistance of a ship and increasing efficiency by actively varying the size or shape of a bulbous bow according to the variation of sailing conditions of the ship. According to the present invention, the bulbous bow can make optimal performances in wider sailing conditions by varying the size or shape of the bulbous bow according to the variation of a sailing speed and a draft while the ship sails. In a current situation that the sailing trend of the ship flows to reduce oil expenses because of risen oil prices even by reducing the sailing speed, the present invention can make the optimal resistance performances of the ship even when the ship sails in a speed range except a planned speed.
