The present invention relates to a soundproof wall with disaster preventing functions such as snow removal and cooling capabilities. The soundproof wall includes: a frame installed on the ground; a sound absorbing wall installed on the lower part of the frame; a plurality of nozzles installed above the absorbing wall on the frame to spray water; a solar cell which is installed on the frame to be above the nozzles and generates electricity from solar energy; and a pump which uses the electricity generated from solar energy to flow the water to the nozzles.
