PROBLEM TO BE SOLVED: To provide a game control device, a game control method, a program and a game system, which are enabled to realize a game having contents of higher game property and rich strategic characteristics.SOLUTION: A game control device comprises: first setting means for setting an object to be used in a predetermined processing; first execution means for executing said predetermined processing not at a momentum of information on the operation input of a user by an object set by said first setting means; second setting means for setting the object to be used in said predetermined processing executed on the basis of the information relating to the operation input of said user; and second execution means for executing said predetermined processing by using the object set by said second setting means based on the information relating to the operation input of said user.
